COTAPSA’s Board of Directors represents all City Divisions, Agencies, Boards and Commissions. 

While the Board supervises, directs and oversees the business and affairs of COTAPSA, it does not manage the day-to-day operations.  Board Members direct and monitor rather than actively manage COTAPSA’s business and affairs.

Role of COTAPSA's Staff

Executive Director

Main duties include:

  • Advocating for Non-Union, Management staff interests.
  • Consultation with Senior City Management on new policy and changes in policy.
  • High level negotiations regarding employee issues
  • Liaises on behalf of the Association with the City of Toronto, elected officials, City staff, Board members, various agents, lawyers and service providers.
  • Researches, analyzes and monitors proposed changes in legislation and/or municipal bylaws and policies that would effect the terms and conditions of employment for the Members of the Association.
  • Provides leadership and direction to staff of the Association.

Human Resources Officer

Main duties include:

  • Assist the Executive Director to facilitate and coordinate the requirements of COTAPSAI in all aspects of its operation.
  • Advocating for individual employee issues.
  • Act as generalist, resource and consultant in advising Members on employment matters.
  • Consultation and provision of information on policies and employment law.
  • Interpretation of new City policy and employment law.
  • Participate as a COTAPSA representative on any Job Evaluation Committee.
  • Conduct comparative analysis of job descriptions, evaluations, obtain evidence or clarification for resolution appeals.
  • Liaise with the City’s Compensation and Benefits Unit on the status of job ratings, any Job Evaluation Committee agendas and appeals.

Executive Assistant/Bookkeeper

Main Duties Include:

  • Assists the Executive Director and the Board of Directors in the delivery of services to the members of the Association in a timely, fair and equitable manner.
  • Provides administrative assistance to the Association.
  • Provides all aspects of Membership administration.
  • Is responsible for the bookkeeping of the Association and assists the Treasurer by compiling the Financial Reporting Information.
