Who We Are
The City of Toronto Administrative, Professional, Supervisory Association, Incorporated (COTAPSA Inc.) was formed in 1967 to represent the interests of non-union, management and exempt employees in what was then the City of Toronto.
In 1998, following amalgamation, COTAPSA Inc. merged with other former Municipal Management Associations to become one strong voice. We now proudly represent the majority of eligible non-union employees from across the City. We are the oldest and largest Municipal Management Association in Canada.
