COTAPSA is involved with monitoring and commenting on Governance and Reorganization Reviews that are occuring for the following reasons:
- Programs have not been reviewed since almalgamation
- There have been significant changes in processes and only minor changes to organizational structure
- Divisions need to evaluate compliance with their mandates
- Staff Retirements combined with growing responsibilities
