COTAPSA meets regularly with City Officials such as:

COTAPSA makes presentations on relevant issues to various Committees of City Council such as:

  • Employee and Labour Relations Committee
  • Budget Committee
  • Executive Committee
  • Economic Development Committee
  • Government Management Committee

COTAPSA provides leadership in the challenges of rapid change and workplace regorganization through participation on City Committees such as:

  • Toronto Public Service Initiative Steering Committee
  • Benefits Monitoring Committee
  • City Human Resources/COTAPSA Meetings
  • Occupational Health and Safety Co-Ordinating Committee
  • Pandemic Influenza Steering Committee

COTAPSA advocates improvements to Members' terms and conditions of employment in areas such as:

  • Benefits
  • Job Evaluation
  • Compensation
  • City Policies

COTAPSA monitors the application of City Policies and Practices to ensure fairness and equity.  For example:

  • Sick Leave Policy
  • Lieu Time/Overtime Policy
  • Acting Assignment Policy
  • Hiring Practices
  • Unused Vacation Days
  • Pay for Performance
  • Mileage Increase
  • Governance Reviews (IT, EMS, Health, Social Services, Finance and Administration, etc.)

COTAPSA, representing our Members, is involved with:

  • Human Rights Complaints
  • Job Evaluation - Requests for Reconsideration
  • Letters of Expectation
  • Termination Packages
  • Unfair and unjust performance reviews
  • No COLA Increases
  • Pandemic Influenza Planning
  • Ministry's Order to Pay Lost Wages (Employment Standards Initial Complaint and Appeal)

COTAPSA is involved with monitoring and commenting on Governance and Reorganization Reviews that are occuring for the following reasons:

  • Programs have not been reviewed since almalgamation
  • There have been significant changes in processes and only minor changes to organizational structure
  • Divisions need to evaluate compliance with their mandates
  • Staff Retirements combined with growing responsibilities

The Reviews have been in:

  • Administrative Services
  • Animal Services
  • City Planning
  • Design, Web, Photo/Video and Pre-Press Services
  • District Service Improvement
  • Economic Development, Culture & Tourism
  • Emergency Medical Services

COTAPSA protects our Members during these Program Reviews by ensuring:

  • Retraining is provided by the City of Toronto
  • Suitable placement within the City if no position exists within the Division
  • Proper Separation Packages
